Accounts of good legislative process require a prior understanding of the features that make laws good. Yet many contemporary discussions of ways to improve legislative process say little about the quality of laws. Although it is widely taken as read that laws should not be unjust, too little is said about the importance of their being comprehensible and ascertainable, or about the requirements they set being feasible for those who are to comply. It is unclear whether certain widely discussed ways (...) of improving legislative process, such as further secondary legislation, codes and guidance, or further (pre or post) legislative scrutiny will yield better laws. Much UK legislation creates problems not because it is unjust, but because far from providing the 'established, settled, and known law' that John Locke thought essential for civil society, it provides a churn of voluminous, temporary, complex and obscure law: in effect, unknown law openly arrived at. In this paper, we analyze the relationship between commitment and obligation from a logical viewpoint. The principle of commitment implying obligation is proven in a specific logic of action preference which is a generalization of Meyer 's dynamic deontic logic. In the proposed formalism, an agent's commitment to goals is considered as a special kind of action which can change one's deontic preference andone's obligation to take some action is based on the preference and the effects of the action. In (...) this logic, it is shown that an agent has the obligation to take any action which is necessary for achieving as many committed goals as possible. The semantics of our logic is based on the possible world models for the dynamic logic of actions. A binary preference relation between possible worlds is associated with the model. Then the preference between actions are determined by comparing that of their consequences. According to the semantics, while the preference will influence the agent's choice of action, commitment is a kind of action that will change the agent's preference. Thus we can show how obligations arise from commitments via updating of deontic preference. The integrated semantics make it possible to express and reason about the mutual relationship among these mental attitudes in a common logic. (shrink)

In this paper, we formulate some approaches to belief fusion and revision using epistemic logic semantics. Fusion operators considered in this paper are majority merging, arbitration, and general merging. Some modalities corresponding to belief fusion and revision operators are incorporated into epistemic logics. The Kripke semantics of these extended logics are presented. While most existing approaches treat belief fusion and revision operators as meta-level constructs, we directly incorporate these operators into our object logic language. Gender mainstreaming has been prioritised within the national agricultural policies of many countries, including Nepal. Yet gender mainstreaming at the national policy level does not always work to effect change when policies are implemented at the local scale. In less-developed nations such as Nepal, it is rare to find a critical analysis of the mainstreaming process and its successes or failures. This paper employs a critical gender analysis approach to examine the gender mainstreaming efforts in Nepal as they move from (...) agricultural policies to practices. The research involved a structured review of 10 key national agricultural policy documents, 14 key informant interviews, and two focus group discussions with female and male smallholder farmers. Results suggest that gender mainstreaming in national agricultural policy and practice has largely failed. The creation of the Gender Equity and Social Inclusion (GESI) section within the Ministry of Agriculture and Livestock Development is paradoxical to gender-responsive agricultural innovation because it has received limited human and financial resources with an expectation for women to manage this policy development in informal and largely unrecognized ways. At the regional and local levels, implementation of fundamental gender equity and social inclusion procedures—such as gender-responsive planning and budgeting—has become staff responsibility without requisite formal training, gender sensitization, and follow-up. In Nepal, women as smallholder farmers or agricultural labourers are recognized as a vulnerable group in need of social protection, but the welfare approach to gender mainstreaming has achieved little in terms of gender equity, social inclusion, and agricultural sustainability. This paper concludes that what is generally missing is a systemic transformation of gender roles and relations in agriculture, with policies that would support rural women's empowerment through the provision of economic and political rights and entitlement to productive resources. To sell a new drug, pharmaceutical companies must discover a compound, run clinical trials to test its efficacy and safety, get it approved by regulatory bodies, produce the drug, and market it. As this process brings the drug through so many hands, there are risks of many kinds of corruption. The pharmaceutical industry has recently gone from being one of the most admired industries to being described by the majority of Americans as “dishonest, unethical, and more concerned with profits than (...) with individual and public health.” Legal scholar Marc Rodwin suggested that the pharmaceutical industry can be viewed through the lens of institutional corruption as defined by legal scholar Lawrence Lessig, whereby widespread or systemic practices undermine the main purposes of drug therapy — healing illness, preventing medical problems, and alleviating suffering. Many drugs do serve these goals, yet a significant number of drugs churned out by pharmaceutical companies are ineffective or have dangerous side effects that could have been predicted had the companies conducted the appropriate research. ABSTRACT What characterizes human reasoning is the ability of dealing with incomplete information. Incomplete logic is developed for modeling incomplete knowledge. The most distinctive feature of incomplete logic is its semantics. This is an alternative presentation of partial semantics. In this paper, we will introduce the general notion of incomplete logic (ICL), compare it with partial logic, and give the resolution method for it. We will also show how ICL can be applied to nonmonotonic reasoning. We define nonmonotonic derivation as (...) monotonic derivation in ICL from the database and some consistent assumptions. The mechanism of ICL makes it easy to assert the consistency of an assumption without asserting the assumption itself. (shrink)

This paper develops a challenge to theism. The challenge is to explain why the hypothesis that there exists an omnipotent, omniscient and all-good god should be considered significantly more reasonable than the hypothesis that there exists an omnipotent, omniscient and all-evil god. Theists typically dismiss the evil-god hypothesis out of hand because of the problem of good–there is surely too much good in the world for it to be the creation of such a being. But then why doesn't the problem (...) of evil provide equally good grounds for dismissing belief in a good god? I develop this evil-god challenge in detail, anticipate several replies, and correct errors made in earlier discussions of the problem of good. (shrink)

There is an old and powerful argument for the claim that divine foreknowledge is incompatible with the freedom to do otherwise. A recent response to this argument, sometimes called the “dependence response,” centers around the claim that God’s relevant past beliefs depend on the relevant agent’s current or future behavior in a certain way. This paper offers a new argument for the dependence response, one that revolves around different cases of time travel. Somewhat serendipitously, the argument also paves the way (...) for a new reply to a compelling objection to the dependence response, the challenge from prepunishment. But perhaps not so serendipitously, the argument also renders the dependence response incompatible with certain views of providence. (shrink)

Cyberspace, a term popularized in the 1984 novel Neuromancer, was used by William Gibson to describe the ‘consensual hallucination’ and interstitial online world that lies between the reality of our world and that of the surreal terrain of dreamscapes. While many attempts have been made to describe this intangible, yet seemingly perceptible space, the digital domain as a metaphor mirrors in many ways our own inadequate understanding of consciousness. Conversely, the physicist Michio Kaku explains that our reality is bounded by (...) hyperspace – a multi-dimensioned space beyond our quotidian 3D existence that runs parallel, or tangential, to us along with the phenomenon of time. Indeed, if space and time (here considered as space–time) are a consolidated whole in the physical sense, perhaps our consciousness, as a structure manifest within this continuum may itself be thought of as a sensorial projection of this amalgam that attempts to observe and make sense, or meaning, of this condition. In truth, what if our need and delight in storytelling is driven by the evolution of our biology, as well as our impulse to locate our place in the universe? This article will attempt to examine and delimit the narrative confines of space–time as an appeal to, and an endeavour at, uncovering the alterity of storytelling as a function of consciousness. It will visit the realms of the holograph, quantum mechanics, virtual and augmented realities, as well as other scientific and philosophical tracts as a means to investigate and explore the physiology of space and our imperative desire to share stories. Revisiting Dawkin’s proposal of memes – a piece of thought copied from person to person – raises the question: can narrative, and by extension narratology, be utilized to explore the ‘infecting’, or transferring agent of cultural ideas, identity and the creation of self? Intriguingly, and perhaps even more relevant to the role of emergent models and the shifting divide between engineered and organic constructions, what role does media play in the fabrication of self? This article proposes to examine various attempts (...) to define modes of being using the formative and delimiting lens of narrative. It will investigate the role of media as the carrier agent for memetic modes of being, and their application in creating and sustaining cultural individuation. Jung’s declarative of the collective unconscious and archetypes, as well as Hofstadter’s loops, a common, but neglected field of enquiry that interrogates how memetic transference begins with the stories we tell, will inform the exploration of narrative as a means to define, delineate and bound the self. Although much recent social science and humanities work has been a revolt against simplification, this volume explores the contrast between simplicity and complexity to reveal that this dichotomy, itself, is too simplistic. The question of whether there are laws in ecology is important for a number of reasons. If, as some have suggested, there are no ecological laws, this would seem to distinguish ecology from other branches of science, such as physics. It could also make a difference to the methodology of ecology. If there are no laws to be discovered, ecologists would seem to be in the business of merely supplying a suite of useful models. These models would need to be (...) assessed for their empirical adequacy but not for their ability to capture fundamental truths, or the like. If, on the other hand, ecology does have laws, this prompts further questions about what these laws are and why even the best candidates for ecological laws fall short of what might be expected of laws. Assume that, even with a time machine, Tim does not have the ability to travel to the past and kill Grandfather. Why would that be? And what are the implications for traditional debates about freedom? We argue that there are at least two satisfactory explanations for why Tim cannot kill Grandfather. First, if an agent’s behavior at time _t_ is causally dependent on fact _F_, then the agent cannot perform an action (at _t_) that would require _F_ to have not (...) obtained. Second, if an agent’s behavior at time _t_ is causally dependent on fact _F_, then the agent cannot perform an action (at _t_) that would prevent _F_ from obtaining. These two explanations have distinct upshots for more traditional debates over freedom. The first implies that causal determinism is incompatible with the ability to do otherwise and also raises questions about the traditional arguments for the incompatibility of divine foreknowledge and the ability to do otherwise; the second does neither. However, both explanations imply that the Molinist account of divine providence renders agents unable to do otherwise, at least in certain circumstances. (shrink)

We all know that we have and are our bodies. But might it be possible to leave this common place? In the present article we try to do this by attending to the way we do our bodies. The site where we look for such action is that of handling the hypoglycaemias that sometimes happen to people with diabetes. In this site it appears that the body, active in measuring, feeling and countering hypoglycaemias is not a bounded whole: its boundaries (...) leak. Bits and pieces of the outside get incorporated within the active body; while the centre of some bodily activities is beyond the skin. The body thus enacted is not self-evidently coherent either. There are tensions between the body’s organs; between the control under which we put our bodies and the erratic character of their behaviour; and between the various needs and desires single bodies somehow try to combine. Thus to say that a body is a whole, or so we conclude, skips over a lot of work. One does not hang together as a matter of course: keeping oneself together is something the embodied person needs to do. The person who fails to do so dies. (shrink)

A seemingly new response to this argument has emerged, the so-called “dependence response,” which involves, among other things, abandoning FP for an alternative principle, the principle of the “Fixity of the Independent”. Plantinga's Evolutionary Argument Against Naturalism aims to show that naturalism is, as he puts it, ‘incoherent or self defeating’. Plantinga supposes that, in the absence of any God-like being to guide the process, natural selection is unlikely to favour true belief. Plantinga overlooks the fact that adherents of naturalism may plausibly hold that there exist certain conceptual links between belief content and behaviour. Given such links, natural selection will favour true belief. A further rather surprising consequence of the existence of (...) such links is this: even if semantic properties are epiphenomenal, unguided evolution will still favour true belief. (shrink)

Suppose further that, had it not been true that Adam would freely eat of the fruit, were he placed in the garden, God would have placed someone else there instead. When Adam freely eats of the fruit, is he free to do otherwise? This paper argues that there is a strong case for both a positive and a negative answer. (...) Skeptical theism is a leading response to the evidential argument from evil against the existence of God. Skeptical theists attempt to block the inference from the existence of inscrutable evils to gratuitous evils by insisting that given our cognitive limitations, it wouldn’t be surprising if there were God-justifying reasons we can’t think of. A well-known objection to skeptical theism is that it opens up a skeptical Pandora’s box, generating implausibly wide-ranging forms of skepticism, including skepticism about the external world and (...) past. This paper looks at several responses to this Pandora’s box objection, including a popular response devised by Beaudoin and Bergmann. I find that all of the examined responses fail. It appears the Pandora’s box objection to skeptical theism still stands. (shrink)
